D.Medvedev: “NATO Unsuitable for Addressing of Pan-European Security Issues”
The X World Russian Press Congress opened in Moscow on June 11. The Congress is attended by 1000 participants and guests from 65 countries. President of Russia Dmitry Medvedev took part in the opening ceremony and addressed the Congress.
In his speech at the World Russian Press Congress Dmitry Medvedev who recently put forward an idea of a new legally binding pan-European security treaty during his visit to Germany, claimed that NATO is unable to address the issues of pan-European security.
"I have no reason to think that the current security system on the European continent is universal. NATO is unsuitable for addressing issues of pan-European security”, the Russian President said and pointed out that there were no guarantees that the North Atlantic Alliance would not expand military tasks in Europe.
"In any case, clearly a number of problems that could have been solved at the negotiating table, without resorting to armed force, exist in the heart of Europe and they are making things very difficult. And all of us are aware of the fact that unfortunately these problems are becoming even more serious, especially in light of several recent decisions, including the recognition of Kosovo. Is NATO today an instrument for maintaining security on the European continent? Is the Atlantic pact sufficient to solve all the problems of security today in old Europe? In my opinion, the answer is no. Otherwise we would not have the difficulties that we do have today”, the President said and pointed added that “the membership of NATO is rather restricted. There is a whole range of countries that do not belong to it and in all probability this situation will obtain for a very long time”.
"NATO is therefore unsuitable for addressing issues of pan-European security ", Medevedev emphasized.
"It seems to me that the way out would be to prepare a comprehensive European treaty in which all the states of Europe would participate: not states linked in any alliance or bloc, but rather as sovereign entities”, the Russian President again returned to the idea of a pan-European treaty and pointed out that it could be discussed at a respective European summit.
In so doing, Medvedev believes that it is important that the summit “would be attended by all the states of Europe, not delegating their authority to anyone, but acting on their own behalf”. “It seems to me that such an instrument is topical and could bear fruit”, he said.
"We are ready to develop this proposal in every possible venue”, Medvedev claimed and stressed that other instruments are still the instruments that are built on certain principles that instead of unifying tend to differentiate the states.
Speaking on the current situation in the relations with the USA with respect to the CFE treaty and ABM system, Dmitry Medvedev noted that that there are differences and the parties nevertheless will cooperate: “We will work with any administration of the United States of America: there is no other option, if only because the responsibility that rests on our countries to observe the international rule of law and to maintain stability on the planet is colossal. The differences now exist and will persist in relation to various issues including the problem of the European ABM system and CFE and the problem of NATO enlargement , we nevertheless must continue to work together”.
According to him, there are many global challenges and the number of global threats faced by Russia and the United States. “We have worked well in recent years on counter-terrorism and on all kinds of weapons of mass destruction as well as on climate change, not to mention the trade, economic, cultural and humanitarian spheres”, Medevedev said about on cooperation between Russia and the USA to address the global threats, and added: “Therefore no matter who comes to power in the White House, Russia looks forward to a constructive and friendly dialogue with the new administration of the United States. We are ready to have such a dialogue”. .
Dmitry Medvedev noted that “Russia and the United States are doomed to interact and have to collaborate on a wide range of international issues”. RIA Novosti. 2008-06-11 14:38
